Everything in this section is years away, so why is it in a pre-enlistment course? Because the choices that drive most of it (which AFSC you take, what clearance your job carries, whether you serve on active duty) get locked in when you enlist. Service builds career advantages most civilians never get. Some are permanent; others expire fast if you don't act after separation. The mechanics of leaving are covered in Transition Preparation; this section covers what your service will be worth on the way out.
Federal preference: a thumb on the scale, for life
The Veterans' Preference Act of 1944 gives eligible veterans priority over non-veterans for federal civilian jobs (1). It is not a job guarantee. It is a competitive edge that moves qualified veterans ahead of equally qualified civilians.
5-point preference requires more than 180 consecutive days of active duty (training does not count) with an honorable or general discharge, during a qualifying period or with a campaign medal: Afghanistan, Iraq, the Global War on Terrorism, or any campaign with an authorized expeditionary medal (1).
10-point preference covers service-connected disability at any rating, Purple Heart recipients, VA pension recipients, and sole-surviving children of families that lost a parent or sibling in service. Under the Category Rating System, preference eligibles list ahead of non-veterans in each quality category, and veterans rated 10% or higher float to the top of the highest category (2).
That protection survived the biggest federal hiring change in 150 years. In November 2025, the Rule of Many replaced the "Rule of Three" (managers could only pick from the top three candidates) with skills-based scoring and larger selection pools (3). Veterans' preference remains fully intact: preference eligibles still float to the top, and passing over one for a non-preference candidate still requires justification and OPM approval (3).
The wider landscape is tighter than before: executive orders since January 2025 imposed a 4-to-1 attrition ratio (one new hire per four departures) and routed all hiring through Strategic Hiring Committees, but every iteration has exempted veterans' benefits positions (the VA alone exempted over 300,000 healthcare jobs), plus national security, immigration enforcement, and public safety (7). Preference itself is a statutory right no executive order can override. Slower federal hiring makes your edge worth more, not less.
The authorities that skip the line
Beyond points, three authorities let agencies hire veterans without open competition. Most veterans never learn they exist.
| Authority | Who Qualifies | Grade Limit | Why It Matters |
|---|---|---|---|
| VRA (38 USC 4214; 5 CFR Part 307) | Disabled veterans (any rating), campaign badge or Armed Forces Service Medal holders, veterans within 3 years of discharge | GS-11 | Direct hire, no public announcement; converts to permanent competitive service after 2 years (2) |
| 30% or More Disabled (5 USC 3112) | VA rating of 30% or higher | None | Direct appointment at any GS level; time-limited at first, convertible to permanent (2) |
| VEOA (5 USC 3304(f)) | Preference eligibles, or 3+ years continuous honorable active service | None | Compete for "internal" merit-promotion announcements most people outside government never see (4) |
On USAJobs, the "Veterans" hiring-path filter and the "This job is open to" codes (VRA, VEOA, "30% Disabled") show which authorities apply, and the Veterans Eligibility Tool (launched May 2025) tells you which preferences you qualify for (6). One recent trap: federal resumes are now capped at two pages (5).
Not every kind of service counts
This is the part that matters before you enlist, because component choice decides whether you ever earn preference:
| Status | Preference Eligible? | Key Notes |
|---|---|---|
| Active Duty | Yes, if meets service requirements | Must have campaign medals or meet time-in-service thresholds |
| Reserve (Active Duty Service) | Yes | Only active duty time counts |
| Reserve (Training Only) | No | Active duty for training doesn't qualify |
| National Guard (Federal/Title 10) | Yes | Federal activation counts |
| National Guard (State/Title 32 Only) | No | State duty and training don't qualify |
If you're weighing the Air Force Reserve or Air National Guard, training alone will never earn you preference; you need qualifying active duty beyond initial training. Once earned, though, it never expires. Lifetime benefit (1).

Defense contractors are already set up to hire you
Major defense contractors don't just tolerate veterans; they build programs around them, because military experience maps directly to their mission. An active security clearance makes you more valuable still: sponsoring a new one takes six to eighteen months and costs thousands.
Every major contractor runs a dedicated veteran hiring program, and their numbers explain why. Lockheed Martin, where veterans are about 20% of the workforce, hires one veteran for every 1.96 interviews, against a national average of 4.8 (8). Boeing, about 15% veteran, converts 94% of its Career SkillBridge interns to full-time, invested $15.6 million in veteran transition programs in 2024, and pays up to two years of differential pay for activated Guard and Reserve members (10). Northrop Grumman's Operation IMPACT has, since 2005, helped 20,000+ veterans with 30%-or-higher disability ratings (9). RTX interviews about 90% of the veteran candidates its military relations team refers and hires about half (11). General Dynamics' IT division is 29% veterans, backed by the industry's most generous military leave policy (12). BAE Systems' Warrior Integration Program is a three-to-four-year rotational built for post-9/11 combat-wounded members, with room for ongoing rehab (13). Veterans and military spouses are roughly 20% of Leidos (14), and a third of Booz Allen Hamilton's workforce is military-connected (15); Booz Allen ranked #1 on the 2024 Military Times Best for Vets Employers list.
Your AFSC choice is the hinge
Your Air Force Specialty Code maps directly to contractor positions, and free tools do the translation: the Department of Labor's O*NET Military Crosswalk (maps AFSCs to over 900 civilian occupations), My Next Move for Veterans (adds an interest profiler), and the CareerOneStop Veterans Translator (connects to live vacancies). High-value AFSCs for contractors: Cyber Operations (1D7), the Intelligence series (1N), Cryptologic Language Analyst (1N3), Space Systems Operations (1C6), and all aircraft maintenance specialties. Beyond the technical skills, contractors prize leadership experience, a mission-focused mindset, and active clearances (16).
Government or contractor: the actual tradeoff
| Role Type | Contractor Typical Range | Notes |
|---|---|---|
| Entry-Level Technical | $50,000-$70,000 | Similar to GS-5 to GS-7 |
| IT/Cyber Specialist | $80,000-$130,000 | Premium for clearances |
| Systems Engineer | $90,000-$150,000 | Higher than equivalent GS |
| Program Manager | $100,000-$160,000 | Experience-dependent |
| Senior Cleared Positions | $120,000-$180,000+ | TS/SCI commands highest |
Federal (GS) positions trade salary for durability: a FERS pension, TSP with 5% matching, FEHB healthcare that continues into retirement, 13 to 26 days of annual leave based on tenure, and civil service protections. Contractors pay more and promote faster, but offer 401(k)s instead of pensions (a 3 to 6% match is common), benefits that vary by company, and job security tied to contract renewals. A common veteran play: contractor first for the higher salary, federal later for the stability and retirement.
The clearance premium
The ClearanceJobs 2025 Compensation Report puts the average cleared worker's salary at $119,131, an all-time high (17). The premium tracks scarcity: the harder a clearance is to get and hold, the more it pays. (What the levels mean and how you earn one is covered in Security Clearances.)
| Clearance Level | Average Annual Salary (2025) | Premium Over Secret |
|---|---|---|
| Secret | $100,296 | Baseline |
| Top Secret | $124,084 | +$24,000 (about 24%) |
| TS/SCI | $132,177 | +$32,000 (about 32%) |
| CI Polygraph | $139,279 | +$39,000 (about 39%) |
| Full Scope Polygraph | $141,299 | +$41,000 (about 41%) |
For Intelligence Community positions (CIA, FBI, NSA), average compensation reaches $161,878 (17).
Geography moves the number too: Virginia ($131,612), Maryland ($130,878), and Colorado ($126,936) lead on raw salary, but Huntsville, Alabama averages $110,361, which stretches to about $144,929 in purchasing power after cost of living, the best in the country; Colorado Springs and San Antonio (no state income tax, plus NSA Texas and Joint Base San Antonio) offer a similar balance (17).
Why employers pay the premium: bringing an uncleared hire through the process runs $12,000 to $25,000 or more, counting DCSA investigation fees ($415 for a Tier 3 Secret investigation, $5,355 for a Tier 5 Top Secret), Facility Security Officer time, and six to eighteen months of waiting for adjudication (18). Between two otherwise equal candidates, the cleared one gets the offer almost every time.
The 24-month countdown
After separation, your clearance stays current for 24 months. Inside that window, a new employer can reactivate it in DISS (the Defense Information System for Security) with no new investigation. Past 24 months without sponsorship, it lapses and you start over: a complete first-time investigation, six to eighteen months (18). Three statuses tell the story: active (using it in a cleared job), current (no access, but inside the window), lapsed (new investigation required).
That deadline drives one of the most important transition decisions you'll make: accept cleared employment within 24 months of separating. Every month of delay burns value. If your plan is school on the GI Bill first, consider part-time cleared work to keep the clearance alive while you study. More in Education After Service.
One moving part: under Trusted Workforce 2.0, periodic reinvestigations are giving way to Continuous Vetting (all 3.6+ million DoD clearance holders are enrolled as of 2025), and the new PVQ will eventually replace the SF-86, which still runs most investigations today (19). For veterans, that mostly means faster transfers and quicker reactivation between cleared jobs; the 24-month rule still applies. The full TW 2.0 picture is in Security Clearances.
The programs that do the placing
Some veteran hiring programs run while you're still in uniform; others start after separation. The best ones require action months before your separation date, and twelve months out is the minimum for civilian career planning generally (see Planning Your Transition).
SkillBridge: their internship, your military paycheck
SkillBridge is arguably the single most valuable transition program available. It places transitioning members in internships, apprenticeships, and training with civilian employers during the final 180 days of active duty, at full military pay and benefits (20). Over 6,300 partner organizations post more than 9,200 positions, and major defense contractors report conversion rates of 90% or higher (20).
Air Force note (effective March 31, 2026): you stay eligible during your final 180 days, but the Department of the Air Force now caps program length by rank: 120 days for E-1 to E-5 and O-1 to O-3, 90 days for E-6 to E-7, WO to CWO-3, and O-4, and 60 days for E-8 to E-9, CWO-4 to CWO-5, and O-5. Colonels (O-6) need an approved exception to policy to participate at all (29). Full tier breakdown and approval authorities in Transition Preparation.
Eligibility (per DoDI 1322.29): 180+ continuous days on active duty, within 180 days of separation, and command approval from the first O-4 in your chain, with the understanding that mission needs can end participation early. Start 9 to 12 months out through your installation's SkillBridge POC and the opportunity list at skillbridge.osd.mil; Air Force members submit through AFVEC.
Hiring Our Heroes fellowships
The U.S. Chamber of Commerce Foundation's Hiring Our Heroes runs the Corporate Fellowship Program: 12 weeks, SkillBridge-approved, weekdays at a host company plus Friday professional development, three cohorts a year. Booz Allen alone has hosted 500+ fellows since 2018, and reports an 85% hire rate at an average starting salary of $105,000 (15). A six-week paid fellowship serves military spouses.

VR&E: better than the GI Bill, if you have a rating
If you separate with a service-connected disability rating of 20% or more (or lower with a documented Serious Employment Handicap), Veteran Readiness and Employment (Chapter 31) beats the GI Bill for employment-focused veterans (21): 100% tuition coverage regardless of your eligibility percentage, books and fees paid, a subsistence allowance, up to 48 months of entitlement against the GI Bill's 36, and job placement assistance the GI Bill doesn't provide. You can elect the Post-9/11 housing rate if you qualify for both; the GI Bill still wins for purely academic goals. For anyone discharged on or after January 1, 2013, no time limit applies. Apply with VA Form 28-1900; establishing the rating itself is covered in VA Benefits Claims.
The free-help ecosystem
None of this costs a dime. Nearly 2,400 American Job Centers give veterans Priority of Service in every DOL-funded employment program, with specialists dedicated to veterans facing significant employment barriers (22); find yours at careeronestop.org/Veterans. Microsoft's Software & Systems Academy delivers 17 weeks of full-time cloud or cybersecurity training; Microsoft has covered all costs since January 2021, so you keep your GI Bill, and 3,600+ graduates have been placed (23). Amazon exceeded its 100,000 veteran and military spouse hiring pledge in 2024, employing 45,000+ today across 350+ Warriors@Amazon chapters (24), and JPMorgan Chase co-founded the Veteran Jobs Mission, a coalition of 315+ companies that passed 1 million veteran hires in 2025 (25). For one-on-one help, Hire Heroes USA placed 9,613 veterans and spouses in the first nine months of 2025 at an average starting salary of $72,172 (26), and American Corporate Partners pairs you with a corporate mentor for a year: nearly 40,000 mentored since 2010, with average post-mentorship salaries of $90,000 (27).
If you'd rather own the company
Entrepreneurship has its own pipeline: Boots to Business, a free two-day course inside TAP with over 241,000 graduates since 2013 (a "Reboot" variant serves veterans already out); 31 Veterans Business Outreach Centers for business planning and mentorship; and the SBA's VetCert certification, which unlocks the federal target of at least 5% of contracting dollars (over $31 billion a year) for service-disabled veteran-owned businesses (28). Certification processing dropped from 81 days to about 12 after SBA cleared its backlog in late 2025 (28).
