What does the Talent Management Consultant career field do?
Manages Air Force Reserve retention and incentive programs. Advises commanders, first sergeants, senior enlisted leaders (SEL’s), flight chiefs, supervisors, talent management consultants (TMC’s), and recruiters regarding talent management concerns through one-on-one and/or group collaboration sessions. Provide Airmen recommendations toward strategic career planning, development, and progression outcomes. Fosters retention practices through internal and/or external marketing efforts. Delivers presentations on organizational health, benefits and entitlements.
Duties and responsibilities
- Coordinates with all personnel to facilitate retention and incentive program requirements IAW governing AFI and PSDG directives.
- Manages the Selective Reenlistment Program (SRP), prepares and processes reenlistment and extension contracts.
- Governs Bonus and Incentive Programs to ensure timeliness and accuracy of all payment transactions.
- Assists leaders in the counseling of reenlistment and/or retraining opportunities for airmen contemplating career decisions.
- Supports the dissemination of information about personnel programs and new guidance that affects the base populace.
- Conducts and administers TMC obligation specific symposiums, workshops, and/or conferences for wing population benefit.
- Interprets/analyzes organizational surveys for talent management effectiveness to provide feedback/way forward to leadership.
- Promotes Air Force and Joint Service professional development opportunities.
- HQ/AFRC WTMC Program Manager provides training to WTMCs WTMC provides training for Group Talent Management Consultants (GTMCs) GTMC provides training to Unit Talent Management Consultants (UTMCs).
Specialty qualifications
Prerequisite. Must have a 3FX7X AFSC/skill level
- ETPs will be considered on a case-by-case basis and must be approved by the 3F0 MAJCOM Functional Manager.
Knowledge. Knowledge is mandatory of the organization, mission, policies, and personnel management with emphasis on personnel and administration, and counseling techniques.
Education. For entry into this SDI, Airman must have an associate degree or higher from an accredited institution.
- Upon selection for TMC duty, AGR’s must have USAF SNCOA (in-residence or correspondence) course completed and TRs must have USAF NCOA (in-residence or correspondence) course completed. Requirements must be met prior to placement into an 8A400 position.
Training. Completion of the Air Force ADA orientation or Air Force Reserve equivalent training is mandatory within 6 months of assignment to duties.
For entry into this SDI:
- Be in the grade of E-6 for Group TMC positions and E-7 for WTMC positions. The specific grade requirement is determined by the authorized grade listed on the Unit Manning Document at each location.
- Must be able to obtain to fulfill retainability expectations prior to HYT.
- AGR’s-3 or more years of retainability; tour must not exceed 3 years, non-extendable
- TR’s-4 or more years of retainability; tour must not exceed 4 years, non-extendable
- Professional and outstanding military bearing, image, appearance, and conduct both on and off duty.
- Must have 75 or above on the last three fitness tests, no failure on any portion within the last 12 months will be accepted.
- If an exemption exists on any component of the most recent fitness assessment, gain must be approved by the hiring official.
- Have superb counseling, briefing skills and the ability to speak clearly and communicate effectively with others.
- Have no record of disciplinary action that resulted in Article 15 or Unfavorable Information File for the past 3 years.
- No record of emotional instability, personality disorder, Post Traumatic Stress Disorder, or other unresolved mental health problems.
- No record of substance abuse, financial irresponsibility, domestic violence, or child abuse.
- No non-judicial punishment or administrative action (Letter of Reprimand, Letter of Admonishment, Letter of Counseling, or Record of Individual Counseling) based on sexual assault, sexual harassment, physical abuse or unprofessional or inappropriate relationship as defined in AFI 36-2909, Professional and Unprofessional Relationships.
- Must maintain local network access IAW governing Cybersecurity Program Management and Computer Security directives.
- For retention of this DI, all entry requirements must continue to be met and complied with for duration of tour. Violations will result in termination of special duty assignment.
Utilization Note:
- Award of this SDI is only authorized when an airman is filling a funded 8A400 unit manpower document (UMD) authorization. Once the member is no longer filling a valid 8A400 UMD authorization, 8A400 is no longer authorized as the Control and Duty AFSC but will remain as an awarded (secondary, third or fourth) AFSC IAW DAFMAN 36-2100, unless the member is disqualified from the SDI then it will not remain as an awarded AFSC.
- Overages are not authorized against any 8A400 positions.
